Poverty is a policy choice, one that too many elected officials are currently comfortable making. United for a Guaranteed Income Action is working to change that through a guaranteed income – direct, recurring cash payments.
All Americans deserve an income floor, which is why United for a Guaranteed Income Action is taking the fight to Washington and state legislatures across the country. We can’t wait for a more just America, we have to create it ourselves.

Our Mission
Fighting for a Guaranteed Income
UGI Action is a group of current and former mayors and county elected officials advocating for anti-poverty legislation, supporting candidates that are working to create an income floor in the United States, and mobilizing Americans to join our fight for a more just country. UGI Action has three main priorities on the path to reaching our ultimate goal, a federal guaranteed income:

Pass Targeted Guaranteed Income Programs
We will lay the groundwork for a national guaranteed income by creating targeted programs in a number of states across the country.

Support State CTC Programs
UGI Action will work with legislators and governors across the country to replicate and expand on Minnesota’s state-based child tax credits, which were advocated for by Saint Paul Mayor Melvin Carter and passed in 2023.

Advocate for Federal Legislation
We will collaborate with anti-poverty members of Congress on a long-term strategy to pass a federal guaranteed income, along with a shorter-term strategy of passing targeted guaranteed income programs, a child tax credit expansion, and other cash-based federal programs.
